Not mid-tiers. Just one mid-tier. That would be the Tier 2 Zones. Leave t3 and t4 for 31 and up. Using these numbers, I would not even consider this time being high population. 550 people is mid-pop at best. A person leveling his 9th character will have friends and funds to have a smoother experience to lvl 40. It also means that they know what they're getting themselves into, so giving them training wheels almost seems unfair.
Again, no matter how you look at this, it is a minor issue. Less than half of the server are below max level and who knows how many of those are new players. It is hard to justify development time for this when more important things are needed atm (city siege, server stability etc.)
I agree, to really understand which of them is new and who is twink not possible, but this is not so important. I have several characters myself, 40 lvl and 50 + rr, but at the moment I play 33 alt bw, and I can’t say which of them is my main one. maybe I will never again play for sh or engineer ... but I can always log on them, and go to the fort, but I see no reason to waste time on characters that are not interesting to play anymore.

I don't understand why they have to lock zones when fort is on? Ok fort is only for lvl 40's fine. Let us low levels have some fun against each other for zones.200 IQ stuff here boy's.

Current rvr campaign growing pains are just that. City sieges are undergoing work, the campaign is being stretched and stressed to locate and destroy headache inducing issues now before we launch the evolution of the campaign. It's easy to be frustrated now with what you're seeing as the consumer but from a developing standpoint the current and planned implementation of orvr is a necessary evil to more efficiently provide more, and more enjoyable content as an end state. Low leveled players hang tight, there's a light at the end of the skaven tunnel.

Low lvl players struggling should ask for help instead of asking the game to adapt to their own liking. Hint, the problem is not their rank, as bolster is strong enough sub31 and should only be tweaked post 31 to reduce the sudden power gap of new t4 players.
Dying is no option.

Just give bonus renown and bonus medallions and turn on some sort of event with sub 40/40 bags with gear that drop in Tier 2 or Tier 3 zones when Fort is running. That's level 16-39(with Bolster) having an event that kicks off in T2 and/or T3 RVR lakes. Level 40's are chickened if they set foot in T2 or T3 only during this time.
