6/26 6pm GMT 150 16-31 level players online as per "who's online" If this is not a case for t2 being open to 16-30 then I don't know what to tell you.
The "we have tried it before" regime has not see these numbers of lowbies since the tiers were released one at at a time.
The lag you get when you put 500+ people in a t2 zone combined with the fact there is no outer wall is insane, and just silly.

I don’t want to disturb your cute trolling of each other, but on the issue of low level players, there are currently 550 ppl, 375-40, 175 (16-39) on the server in the zone t2, which is approximately 30% -70%. In my opinion, 30% is still quite a significant part of the community)

And once again, the couple hours a day during EU primetime does not justify giving s large middle finger to the other 20 hours of the day of players trying to level and play the game. I’m leveling a BO right now that with Bolster has 160% armor mitigation, 40% resists, 12k wounds, and capped toughness running around with 40’s and don’t have any issues unless I try to 1v1 someone. Bolster works fine if you only the game it’s made to be played. I do wish T2-3 leveled significantly faster but that has nothing to do with the balance of leveling a new toon.

30% is signifcant indeed, however there is one very important metric that you're missing: are these actual new players or people on alts? A person leveling his 9th character will have friends and funds to have a smoother experience to lvl 40. It also means that they know what they're getting themselves into, so giving them training wheels almost seems unfair.
Again, no matter how you look at this, it is a minor issue. Less than half of the server are below max level and who knows how many of those are new players. It is hard to justify development time for this when more important things are needed atm (city siege, server stability etc.)

also on a serious note if these are primarily alts, which i would agree they probably are, re-introducing mid tiers would do nothing. the majority of sub 40s now in t4 would either pve grind to t4 or just log back onto their mains so they could play with their friends again. t2/3 would still be dead
