That's why I said the stat values on the pieces probably won't change much, because I did some math, seems to be a minor stat nerf for the set overall mainly because of the cloak and jewel talisman compensation, but very minor armour/res gain. Some classes a bit more than other due to the block, armour pen, AA haste(that's big one as 10 aa haste is now 40 cost) were being valued less before and dodge/disrupt(singular or both) were being valued more before.

The point was mainly about official info about IF the stats themselves stay similar type(I'm guessing yes at fairly high confidence) as they are now and/or if the set bonuses are still gonna be essentially same as they are now, just adjusted to the new values.
Like is sov set bonus order still gonna be stat, stat, %stat, %stat, +2 mastery, giga proc, sov ability? Is triu//vic 4pc still gonna be teh exact same as it was, again adjusted to how much the setlevel would allow that value to be ofc. But then dok/wp currently have same sov, onslaught and triumph procs, the sov/onslaught one is just 2x better than triumph, which ofc won't make any sense with the new rules.

Which brings us to the procs... impossible to determine how the setbonus procs would work as the max procs in the rules are just "proc A" at 32 cost(siderant, no info what/how proc tiers are determined, what are their rules and not even a mention how procs scale with ilvl, even though they do), so what is 70+ cost proc gonna look like? Or if they even survive at all.
I can start guesstimating, but do procs even follow itemisation rules at all? How does duration and chance affect it? The type of proc, on hit/being hit/on doing X to gain Y, does the item it's on affect it, pure mystery
If you want procs to be "arbitrary" and/or removed from the itemisation rules, that's fine, just say so somewhere in the rules, and/or have a proc list where you can check how they work in relation to each other or if there are some rules for procs and how they are created, show them.

Or I guess regarding unique set bonuses, which would include procs, you could just go and say they are worth exactly the set bonus value of the set they are in, cause they are unique and just leave it it at that.

So by zumos everything is set in stone but we wait 4 months to published it? why? That doesnt make the game more appealing quite contrary this endless waiting week after week drain the reasons to even log.
Delaying ready contend that you wont consider to change by any means, esp at this stale state of the game just push ppl back. You dont build anticipation but annoyance within the playerbase but hey it is your choice so keep going

Please don't act like any of the volunteers who put both their passion and free time into this game receive any compensation beyond their personal desire to see the game improve. Overhauling every single set in the game is a monumental task. While the dev team has grown recently with additional coders and people to propose/review changes, there is still the physical limitation of available time that these volunteers have to contribute to this project. No one involved with this project does anything with malice towards it, so statements like yours only serve to sour the passion that all involved have.

For the higher tier sets the goal isn't to completely rework them, so in most cases the type of bonus should remain the same.

For the procs of set bonuses, we try to balance them around the stat budget for that set level. They are therefor seperate from procs that you can find on weapons.
