[BO] Dominator or opressor?

I mean isnt that initiative nice for a 2h BO? Also the proc seems to be nice. Not worth it against Dom?

Red Mist isn't good, 15s - 5s = 10s on taunt but you virtually lose 30% damage boost from Dominator taunt because you need to have your taunt off cooldown for interruptions and Unconstrained is kind of redundant when you can slot Unstoppable Juggernaut.

Initiative is nice but definitely not worth losing the taunt for, you can get your initiative up with others means but only Dominator offers you a second taunt.

For a long time there was talk about removing some conq and dom procs, because any future set would have to compete with them and finally mirror them, because they are too good.
And here we are, knowing, that other sets are too weak compared to dom with taunt proc.
I am just wondering, who made the decision to keep the sets as they are, when we were told, that they get altered with release of new sets.

It would be a hit to all tanks but it wouldn't create unbalance. Finally it might be the only option to raise the relative value of all other armor sets.
