Some of the earliest novels were Genevieve Dieudonne novels by Kim Newman under alias Jack Yeovil, which were about strong liberal independent woman who dont need no man 
Warhammers aesthetic did change for the worse around 7th/8th edition IMO but not because of absence of le scantily clad women. Just got more generic fantasy and "Warcraftish" ironically.

Also as you probably know 40k has always had good female representation the guard, sisters, eldar/dark eldar, Inquisitors, sisters of silence, Culexus assassins to name but a few.

As Chaos & Norsca tribes are little bit viking/tribal idea. So the basic system of men only go to war and women are left to raise children & do the stuff when men are raiding / attacking some other place for the gods.
