Honestly, you only want Shields to be able to block physical attacks? How would that NOT be a major boost to all casters, and a major nerf to both tanks and MDPS?!

No, I'm saying Block typically didnn't effect aoe abilities (how could it?) because they aren't a attack from any particular direction...

For a ability to be blocked it has to be in the frontal cone of the target.

Block is at most 20%ish. You can pop Rune of Breaking and negate most of it...

If you are scared of a tank on you then I don't know what to say...

Not really? Untargeted AoE was iirc always blockable.
