Not intended that way. It's great for playing on the weekends, or when I get a rainy day off work. 9am-4pm PST the server is well packed in T3 at least. And that is the time that I would utilize to level my alts... Even today, I saw multiple WBs in the T1 and T2 lvl range during the end of EU prime.

The difference is 800 people online, vs 300. Of which, a high % that seemingly are relatively new to the server. No one to blame or fix. Need more players, the number count for NA time is steadily rising. I believe the problem with lvling and general activity will fix it's self as more people discover this server.

EDIT: Even on Live, before the lifting of RR v Lvl anyways, T2 and even T3 to a certain extent where pretty dead. Once you could twink RR T2 had pop, but it still sucked imo.

Personally i don't have a problem with the leveling, cos i like to max out my char on every single level, so i can easily compete with higher level opponents, but for newcomers, leveling and gearing can be a real pain. I was thinking about a system that allows you to enjoy tier 2-3, without falling back too much.
Tier 1 is fine, 11 can be reached in a couple hours

Tier 2 should have a quest, which boosts you to level 18 (or 19 for all the conq gear). Its up to you if you do it, or level by the regular system to gather inf/rr/emblems. Conquest gear should be free, so there won't be a huge gear gap between newcomers and veteran's alts.

Once you reached 22, there should be another quest that makes you level 28, with free echelon gear. Since the gear/skill/rr gap is insanely huge between a freshly dinged 22 and a full deva 32 char, this would prevent hardcore roflstomping.

This way everyone would be able to skip the most annoying parts of leveling, where you get dominated cos you lack gear and important skills. It would improve population in t2-t3 since you dont have to suffer through the beginning of the tiers.

sorry for bad english i tried to do my best to explain how it should work

Is there a way to keep T2 content relevent and fun? I also hated killing rats and I realise a skip button is the simplest solution but it is effectively removing content from the game. One day we are going to have a "Streamlining T3 leveling" thread.

I'm not saying I know a perfect solution but ideas to consider:

* XP off toggle - a stable population would emerge at each lower tier. Downside is that they are twinks and griefers.

* Reverse bolster toggle - high level players do not lose access to lower tiers (do not lose content) and can join the lower tier population on days when they're bored in T4.

Edit summary: The heart of the problem is a lack of stable T2 population. Is there a way to target that directly rather than reducing the active content in the game?

One of my most anticipated feature. With the introduction of debolster, the "dead tier" problem will be gone forever..

Some proc effects could scale with rank like any other buff or debuff. Some might just have to 'grey out' and not trigger below a certain rank. There may well be some items that debolster better than others.

Why does everyone think they will implement a debolster?

They dont want twinks, why would they want characters with extra skills and capped stats on lower tiers? Its even worse.
