Creating an addon

So basically I want to create an addon. I have really basic programming knowledge and quite rusty but I'm willing to study stuff and read many lines. What I'm asking from you guys is from where do I start and what will I need with a brief explanation if possible. Thank you in advance.

Check if they fixed the APIs first of all, otherwise you won't do much.
