I noticed that low level RARE talismans (1-8) are much cheaper on Destro side AH. Is there reason for that?

I don't know. I've started leveling scavenging yesterday and in about a hour made 10 blue tals with stats up to 13. Those easy to get tals cost 3-5+ gold each on ah. Prob has something to do with greedy dwarves.

How can I make rare talismans? It's luck based or I have to use some special ingredients?

Blue tal fragments always make blue tals, but green fragment has some chance to make a blue tal as well.
