no character creation, please help

Whenever I hit connect I get into the main menu but there is no options other than cinematic credits settings and quit. The error that comes up says;

I already tried to do the lotctr /r but it never did anything, is it because I have a windows XP? Please help!

You must practice your Google-Fu and make it STRONGER.
