PTS scenario weapon rework

A heavy rework has been made to scenario weapons.
The stats now follow the same pattern for every class.
Procs have been added based on weapon type, scaling either with their proc chance or proc potency.
This means that everyone gets the same proc depending on the type of weapon their class can equip, regardless of their role.
The issue with this kind of change is, obviously, balancing those procs and making sure they are meaningful for players.
The sc weapons we've had available until now were simple but effective. They benefited from balance changes over time, becoming more or less effective depending on the meta. They also helped address the AP issues that many classes suffer from and provided an answer to AP drain.
The new weapons are much more niche because of the added procs. Considering that players already have to choose between RvR and PvE weapons, this makes it even harder for scenario weapons to remain competitive. Increasing diversity within the arsenal is fine, but for that to work, scenario weapons need to be a real and attractive alternative.
Almost all of the procs added to the new scenario weapons are either negligible in small-scale, party, or warband settings, making them effectively worthless, or potentially game-breaking, such as the new shield proc.
Were procs needed in the first place? I don't think so. Scenario weapons were already being used even after the itemization patch, which nerfed most of them by reducing their critical hit bonuses or weapon speed. However, the AP/s bonus remained to compensate, alongside their balanced stat allocation.
If procs are here to stay because the game needs them, I hope they will be reviewed, as a fair number of them do not seem particularly useful in their current state.
