PTS scenario weapon rework

A heavy rework has been made to scenario weapons.

The stats now follow the same pattern for every class.

Procs have been added based on weapon type, scaling either with their proc chance or proc potency.

This means that everyone gets the same proc depending on the type of weapon their class can equip, regardless of their role.
The issue with this kind of change is, obviously, balancing those procs and making sure they are meaningful for players.

The sc weapons we've had available until now were simple but effective. They benefited from balance changes over time, becoming more or less effective depending on the meta. They also helped address the AP issues that many classes suffer from and provided an answer to AP drain.

The new weapons are much more niche because of the added procs. Considering that players already have to choose between RvR and PvE weapons, this makes it even harder for scenario weapons to remain competitive. Increasing diversity within the arsenal is fine, but for that to work, scenario weapons need to be a real and attractive alternative.

Almost all of the procs added to the new scenario weapons are either negligible in small-scale, party, or warband settings, making them effectively worthless, or potentially game-breaking, such as the new shield proc.

Were procs needed in the first place? I don't think so. Scenario weapons were already being used even after the itemization patch, which nerfed most of them by reducing their critical hit bonuses or weapon speed. However, the AP/s bonus remained to compensate, alongside their balanced stat allocation.

If procs are here to stay because the game needs them, I hope they will be reviewed, as a fair number of them do not seem particularly useful in their current state.
All class/spec are viable as long as you dedicate your time to making it work.

The old ap/s, non-proc scenario weapons still exist in PTS, the vendor even has new ilvl66 versions, so my assumption is the proc versions are just added extra.

Keula is correct. These are all new weapons, the "old scenario weapons" (now known as war crest weapons) are still in-game with a whole new tier added. The vendors have been moved around to better fit/organize the area so maybe that is causing some confusion.

I think this is great that procs are being added(hopefully distributed equally to all classes as well) but the str of these procs is very underwhelming. I will list the procs that every class should be able to have in some form.

Reactionary - On Defense: 25% chance to increase Parry, Evade, and Disrupt by 10% for 10 seconds.
Guile - On Hit: 10% chance to lower incoming healing on target by 25% for 10 seconds.
Creeping - On Being Hit: 10% chance to reduce attackers movement speed by 40% for 5 seconds.
Barrier - On Being Hit: 10% chance to form a protective barrier that will absorb up to 150 damage over 5 seconds.
Pilfer - On Being Hit: 10% chance to steal 150 health from your attacker.
Elusive - On Being Hit: 10% chance to increase movement speed by 20% for 10 seconds.
Clarity - Any Ability: 10% chance to reduce the cost of the next ability used within 10 seconds to 0 Action Points.
Bracing - On Being Hit: 10% chance to increase Armor by 528 for 10 seconds.
Boost IV - On hit: 10% chance to increase your critical hit rate by 5% and critical dmg by 9%(for heal and dmg)

Considering the strength of Procs that used to exist in this game, those are very reasonable imo(rr38 wpns had Boost V for example)

The only way to make people completely happy with procs is to allow them to choose which one they want. If weapons had a proc slot that you could insert a proc talisman then players could mix and match to their heart's desire.

would be nice to have more weapons without the AP bonus, some builds dont really need ap/sec.

Choosing a proc for each weapon would be epic. That would be another area to open up customization and you could even include various tiers or levels to work towards...I'd rather work towards a more effective version of my weapons procs than an extra 8 stats.
It might make itemizing weapons easier too because you'd design every weapon without proc(s) and just balance stats. They'd all have access to the same procs from vendor.

Allowing players to freely choose procs for any weapon would be bad for the game.
Currently, DoK/WP has a proc on offensive weapons that slows down an opponent who hits DoK/WP by 30%. It’s definitely the strongest in the game. Only the offensive stats are holding me back from using it in a healing spec right now. If I had it in a healing or defensive version, it would be way too overpowered.

I really like the addition of procs to SC weapons.
Especially the shield speed buff proc.
I’ve been suggesting this for several years.
The 2H spec had access to a speed buff (where a 2H weapon should boost damage potential, while a shield provides utility and better environmental control).
