When people refer to regen tanks, it's that from gear or renown?

Gear. Fleshrender rings and grimmshimmer chest, mostly, as people sacrifice gear level, stats and set bonuses for the regen stat with those.
There's regen on warlord and offensive sovereign as well, though I wouldnt call it regen tank if someone picks those up going for sets.

Straight mitigation is far more important for the vast majority of tank players. A regen tank build is for a very niche purpose.

You always want avoidance, and toughness prioritized as a tank in any build. Otherwise you just fall over. Your personal build will be on top of that foundation.

better off with warlord chest you get regen on it and lots of good stats
