How to get the quest to get the Furriksson's Pick?

Hello everyone! I spent all my gold on buy a fortress weapon,and I don't have any gold to buy talismans,so I want to complete the quest "Oathkeeping" in Karaz-a-Karak,but the quest giver doesn't have the quest.What's happening?And how to get the quest?
