Have lvl 28 Squig Herder and I am looking to improve his armor.
I have been farming War Tokens and have a bit over 200 of each.
So I have 2 issues.
First Issue
I noticed that certain armor needs Wards unlocked to get the EXTRA bonuses from armor when you wear more than 2 pieces.
So I am looking to complete the Scout Ward Third Fragment.
I need to equip one of the following chest pieces. Obliterator, Challenger, Havoc, Tracker, Keeper.
I cannot find them anywhere.
Looked at the WIKI and it seems some drop from PQ so been trying to find the right PQ to get one of these to drop.
Second issue
I cannot find the vendor for the right level of armor I am at. I do see some of the armor is level 30, so I am fine with waiting 2 levels, but I still have no clue where to find this level 30 armor..
Anyone that can help giving me info on either issue would be greatly appreciated.

Havoc is PQ reward set (can be bought with war tokens in Slaanesh quarter or at pve camp merchants), tracker is obtainable via quests and Keeper is a reward for doing Sacellum lvl16 dungeon.

The ward system can be a bit confusing as it has gone through a bunch of changes over the years, but basically these days you just need to complete a ward before you are able to equip armor from the next ward. The scout ward armour is probably too low level to be useful to you, but you need to complete it before you can equip better armour. As you have ~200 war tokens, the best bet is just to go to the Inevitable City, head south, then west, and find the PvE armour vendors (they're in a room near to the weekly event herald). Which armour you upgrade next is very much going to depend on your playstyle, in particular how much PvP you do.
If your renown rank is roughly the same as your career rank, then the easiest way to upgrade your armour is to buy the PvP armour sets using war crests. These can be bought from the vendors in the south of IC, so you'll be looking for either Devastator or Duelist sets. Also note that in the same area are a whole bunch of other vendors selling useful upgrades, like jewellery, belts, and pvp weapons. Finally, it's also worth noting that the boots and gloves of Devastator and Duelist sets (and many other pvp sets) can be purchased off the auction house, saving you crests.
If your renown rank has fallen behind your career rank, then you won't be able to wear the PvP armour sets. So, you'll need the PvE sets instead. That will be the Mayhem set at your level, then the Ruin set when you get to ~35. These can be gotten from gold bags from PQs, or purchased for war tokens from IC (same room as the havoc set, the room near the herald in south west IC). If you are soloing PQs it may be difficult to get a gold bag, so you'll just have to grind easy PQs for war tokens. However, there are groups who grind PQs for the armour sets, so keep an eye out for "Mayhem Farm LFG".

Thank you all for the input.. I have been running around greatly improving my armor and also realizing the thousands of tokens the higher end armor cost..

When you reach r40, do not get conqueror or vanquisher. do dungeons instead (GB and BB/BE in the city) for gear. these also give the same unlocks. That way you are saving up directly for invader, which at this point is the entry-level gear.
Sov is a different story but you also need high RR to wear it so as long as you farm the RvR lakes you should be good. If you can play melee SH look to join some organised WBs as those always yield better tokens due to high kill count.
If you prefer rSH try to play to your advantage and join a gobbo squad (6-man SH/Sham). If none are available join a pug WB (safety in numbers).
The more zones you play the more chances you get for bag rolls as well. Even if you just deliver 2-3 boxes to the keep/wc, it still makes you eligible for a bag roll when the zone locks, so be open to switching up zones often.
Before you reach r40 play the weekend scenario every week as it is much easier to complete the event pre-40 and you get extra tokens and genesis crests.
I strongly suggest joining an active guild and announcing that you are a new player. people will be kinder and it will make it easier to find groups for pvp/pve.
