Return the SC Quest givers to their previous location

Having 50 people hanging out near these guys when you fly into IC really made the cities feel alive. Now you fly in and the cities look barren. This needs to be priority #1

I think they all got deported, to that Greenskin city. You know Karag-Ah-Karag-Ah-Whaaaaag-Ah-Ah-Boogie Woogie Woogie place, with all the Dwarf statues with their heads cut-off.

No thanks, why do you want to fly to city after every SC win or miss out on SC rewards?
Dying is no option.
