Character not learning Mastery abilities

The (Go for the Throat) ability under the path of the guardian is not working on my character.

Going by the bug tracker, Throat Bite is currently bugged and incorrectly set to be a rank 35 or 36 (ability). You can still spec for it now but it won't show up as usuable until you enter PvP and get bolstered to a higher level.

I reported this bug back in February. Multiple mastery tactics/abilities have the wrong level requirement behind the scenes that will prevent you from using them even if you can purchase them.
