People not joining SC's

So before when combat bug was a thing, I just racked up empty SC's as a side effect of that. But it still happens, and after asking around it appears that when an SC does pop... Smart players are waiting ~30sec-1min and checking the social tab and sorting by zone, finding the SC that popped for them and joining, or not joining based on healer/tank ratio and whether it is in favor for them. The people doing this are usually geared 20's and better players by nature and them not joining takes an already bad SC and makes it much worse, not to mention starting w/ half your players and having the other side cap is almost always a guaranteed loss.
With such a small community the premades are going to become quite known, and this will again be used to dodge SC's even when group que is implemented.
The fix would be to have people not show up in search while in an sc and ghost in the last zone they were in, but this is also forcing players into a scenario they don't want to play which isn't good either.
IDK if you can force any type of match making system that puts together groups based on archetype, but I'm afraid once this catches on it could make scenarios take a turn for the worse, and just be preamdes or well put together pugs capping flags in an almost empty SC, and the occasional premade vs premade.
