How to do an emote animation without using the emote

I remember seeing this before.. I'm basically making a stupid addon that automatically waves to people you mouseover when you're in the city.

Currently it builds a table and when the table isn't empty it will go through it every 2 sec and use /emote wave to x - my issue is that it doesn't do the animation. If I were targeting people it would do the animation but I'm going off mouse over.

I've seen it done before.. does anyone know how to do it?
