Initiative Stat in RoR

Looking at the mouseover tooltip for the initiative stat, it shows that without stacking any initiative my chance to be crit is quite high, even above 20%. If I remember correct this tooltip never showed more than 10% in the live game even without stacking any initiative.

I'm also seeing that stacking even a small amount of initiative changes the chance to be crit by a lot. It seems to have much more impact than it did on Live.

Is the tooltip correct?
Was it only because of TB that we didn't care about the stat on Live?

Tooltip values are calculated by client, so yes, they're right.

Initiative have always been important, even if you had TB.

Initiative is low in lower tiers because crit is just so hard to come by.

It was a PvE stat for tanks :^)
