does the issue still persist? It's most of the time a missing update.

Yes, lancher repair tried. But is not updated.

downloaded a new lancher, but it didn't help

Close the launcher, delete your cache, restart the launcher in administration mode and watch to see if any files are downloaded, if not, run the repair again now that you're running it as an admin.
