Question about loot bags (contents not drop rates)

I've searched and wasn't able to find an answer.

I was wondering about how gear is determined within a loot bag, specifically the gold bags.

I'm at RR65 currently and have a full Vanq kit. A few levels ago a gold bag included an Invader piece (great!) but the subsequent gold bags only included Vanq pieces (and coming from different tiers). Are there rules around what is included when it comes to the sought after gear item? Am I meant to equip a single piece of the higher level to be eligible for more?

As it's a bit of a grind would appreciate any input/advice people have. If there's a topic I missed, please link.

You only get invader pieces from fort bags, from regular zone bags the max you can get gearwise is vanq.
