Currently trying to level a healing spec shaman. Only level 14 at the moment. In the video you said that willpower does not scale very well, so should I not be buying the willpower based gear as I level? What set should I use when leveling?

You should use healing gear, which has willpower, but you will not actively seek willpower. You end up with what you get which is fine.

Yup! This is absolutely correct ^^ You'll want to use healing gear but you'll want to seek survivability stats. So armor/wounds, reduce your chance to be crit through initiative/futile strikes while increasing your % chance to critically heal with renown.
