Setting up home server to look at environments

Is it possible to set up the game so it is devoid of npcs, or possible to make an invincible character to be able to fly around and look at the environment in the game? Like a personal private server.

Is there a guide out there for this? Can GM/Admin level accounts fly in the game or would you still be grounded?

Would love to be able to look at environments from new angles without relying on machinima to see how things are put together and make some 3d projects to modernize some assets.
