at your example it is 2,4 *0,75= 1,8

that means your wepaon have a spedd from 1,8 with the AA Buff , and i think it is a cap at 75 %

Your speed will be 1,75.
AA speed tactics stack with skills but skills don't stack with other skills.

YourSpeed/(1+Bonus)
A bonus of 75% will be 0,75.
Dying is no option.

This don't make much sense. If It was like you said a bonus of 10% it would be much better then a 75% one.

There really exist a cap?

Afaik there is a cap of 100%, which results in twice as many attacks compared to someone without speed boosts.
2,4/(1+1,0)=1,2

On live servers there was a time, when speed boosts reduced the time between AA by 100% with 100% boost. :) Obviously the formula got changed.

Excessive AA stacking isn't advised as you often skip other valuable stats but it depends on class. On Slayer/Choppa it is more useful than on WE/WH.
Dying is no option.

From my understanding, two weapons with identical DPS but different speed will hit for the same damage over a 10 second period, the lower speed will hit harder less times than the faster weapon.

Norkalkilla , How about Procs however. Wouldnt a faster weapon potentially proc more and thus more dmg in that 10 sec span ?

Ok then, would it be feasible to increase the proc rate of a slower weapon from 25% to maybe 30-35% to help mitigate the potential difference of a faster weapon that would potentially proc more often ?

If you're asking me to increase a proc rate behind the scenes to make a weapon more "even" with another weapon, then no, absolutely not. It's your job to punch the numbers and figure out the math of what weapon works best for you. Take into account the effects of AA increasing abilities and procs to find your maximum effectiveness. Not all weapons, procs and abilities are created equal.
