Aggro and Hate Reduction - How does it work?

There is some Excavators gear which drops in Gunbad.



Can someone please tell me how this works?

I have read that every point of Damage does 1 Aggro.
Heal is 2 Aggro I think.
Overheal was 4 or 6 I think.

So what does Hate Reduction +16 does?
For Example I shoot a boss for 200 Damage but my Aggro increase is only 174?
Or does it reduce aggro each Global Cooldown?

There will be Aggro Metter addon released in some time, go, test it and let us know .
