How does one get onslaught gear?

Dwarf/Greenskin pairing Chapter 22 Hard PQs are the sole source. Currently, Only 1-2 gold bags drop a random piece right now, and the PQ requires at a minimum 18 in 3 different groups running a group composition that is built close enough to 2-2-2's to be able to kill the mobs and bosses required to complete the PQ- hence why you won't find anyone doing them currently.

Empire/Chaos PQs are close to being pushed to live, then comes the two High/Dark Elf PQs in their pairings. Once all 6 PQs are functioning the rate at which bags will drop will be adjusted and all will be well, until then you just have to sit tight.

You did something wrong, when you make r40 by killing mobs.

Renown is much easier to get when you are rank 40, specially if you have a guild or friends with r40/r40+ characters already.

I leveled three characters a couple months ago, r16/rr25-28 before leaving t1. End up r40/rr30 with full ruin/tome jewelry/epic quests. Takes about 3-4 days.

Also what time zone you play in matters, for instance I did all that during NA primetime. It would take FOREVER to level via scs or orvr during NA prime.

To the OP, its basically as Norka said, you will be hard pressed to get 18 - 24 people to do it for 2 pieces of random loot (total and nothing else). IF you got no duplicates you would have to run the PQ an average of 120x to get the fullset for everyone. At 30-50min a run.
