Slayer can do the exact same thing. What choppas does better is the AP sustain aslong as you have zealot in the group.
But Slayers are also able to Spam ID with CD reducer, so you can spam ID on all targets you see with Rampage up which is gonna build up insane damage (and self hurt procs). You're able to sustain 3 ID upand don't even have to slot tactic for exhastive blows.
