Nope, Tzeentch is Nurgle's nemesis and vice versa.
And Khorne is Slaanesh's nemesis and vice versa.
But in fact they all hate each other. They just hate their own nemesis more than the others.

Iirc, Tzeentch loathes Nurgle because he keeps messing with schemes - can't get the puny humans to kill each other if they die to some terribad plague before the first act even concluded -, while Nurgle on the other hand hates Tzeentch because he isn't a fan of magic, as magic ever so often happens to help cure his plagues and diseases.

However, both happen to have one thing in common: They both perpetuate the cycle of life in a sense; Tzeentch isn't interested in ending his game and therefor always makes sure that he, in a twisted sense, partially thwarts his own efforts before **** hits the fan in a serious manner - more often than not applying magic to ducttape things back together -, whereas Nurgle indiscriminately rots away everything, creating the fertilizer of all living things.

Both are eager to keep their toys, yet both are tampering with each other's fancy things - Nurgle takes great pleasure in killing things with carefully crafted (biological, living) tools of destruction and creation, Tzeentch takes great pleasure in all things provided he is the one directly pulling the strings and 'cheats' the system (= makes extensive use of magic and ploys, e.g.: handing mortal cures to Nurgle's plagues) if things don't have the spin to them that he wants them to have.

I might be entirely wrong tho', it's been a while since I read up on the lore.
