Didn't they implement them with September Doomsday event, but the drop chance might be 0.0000000000000000000000000000000000000000000000000000001% per kill or something?

Pretty sure there was some patch mention of them dropping.

they sayed that those are implemented, but it seems that nobody on server have det anything like it. It may be turn off without announcing.
Or chances is so astronomical that no one in half year didn't get any, so it is same as not implemented.

They were implemented, but for some reason repairable gear never drops. There's probably some simple fix for it.
