Choppa - Wear Em Down (Tactic)

Hey guys,

Just wanted to open a thread asking about this really quick:

Wear Em Down (Tactic - 7pt Da Hitta): "Your Exhaustive Blows have a 50% chance of returning 25% of your Rage."

Does this mean it will refund 25% of your current Rage at the time of the skill -or- it will set you to 25 Rage?

Puts you at 25% no matter what rage you are.
