[Declined] [WP .ab ex] Suggestions to bring it back

Before I get started on how I would change the WP .ab ex mode, I feel it's necessary to establish some definitions for the class. WP and DoK, even from the early days of live, have not had well defined roles within all their specs. We know what they're supposed to be, namely healbot/lifetap healing/DPS, but there's a great deal of overlap and some bad design that prevents the class from being what it always should have been - a melee healer.

For the purposes of this post, here's my vision of the advantages and disadvantages of each spec and how it fulfills the role of melee healer:
Salv/DR - Long range heals granting flexibility in position at the cost of offensive capability.
Grace/Sac - Shorter range (about 50 feet) lifetap heals. Same healing output as Salv/DR, but with better offensive capabilities and shorter range on healing.
Wrath/Torture - DPS spec that focuses on debuffing enemies and buffing/occasionally healing allies.

Now that that's established, on with the suggestions. These are tweaks to the previous .ab ex mode, so keep that in mind.

Salv: The objective here shouldn't be to make salv WP a backline healer on par with AM/RP, but rather to drive it into melee on occasion. Passive RF regeneration is what enables the backline healbot play style which the last .ab ex mode tried to discourage. Instead, books/chalices should reduce the cost of healing abilities, which provides a benefit for using them while not eliminating the purpose of the class mechanic.

As for Prayer of Absolution, get rid of the armor debuff, as they'll need the armor now. Reduce the range of all healing abilities to 50 feet, with PoA boosting that to 100 feet (the current range.)

Grace: Remove the damage debuff from PoD. The trade off from Salv to Grace is position for offensive capability. It currently does not come close to full DPS spec levels of damage output, but it is enough to serve as a reward for the risk of being on the front line.

Put a 5 second cooldown on Sigmar's Radiance. Have Grace of Sigmar (11 point tactic in Grace) remove the cooldown. This should help separate melee healing from DPS, which was a concern in the first iteration.

Shift the 20% heal debuff of Divine Fury onto Hastened Divinity/Khaine's Blessing. Melee healing requires raw output, and Divine Fury is a must have tactic for the spec to boost healing output. AA speed, however, does not factor into melee healing, thus it is a purely DPS spec tactic. This would allow melee healing to keep their most valuable tactic without sacrificing healing to do so, while also ensuring that DPS specs don't gain too much utility.
