These tactics allow the Ironbreaker and Blackguard to reduce a healer's effective output by 50% for 20 seconds with a single global.
I'm not sure there's much else in the game that does so much with so little effort.
As a DoK, I cannot cleanse this, so an Ironbreaker has the capability of almost winning a fight by himself by hitting me with 1 global. It's not so much of a problem if I catch a cleanse from Zealot or Shaman but being able to reduce my output by 50% for an entire 20 seconds seems a bit strong. The debuff isn't even hard to keep up on multiple targets, especially if they are all incapable of cleansing it.
Everything in the game is almost always buried in an incoming heal debuff as well (totaling 75% reduction of a healer's output with both debuffs) so this debuff just tilts me really hard lol. Sometimes I have to Cleansing Wind just for this debuff because I know that it will cost my fellow friends dearly if I don't, and I simply cannot allow an IB/BG to get close to me if I know they are running this.
My Solution? WIth the average skill of modern gamers, I would make this debuff last 10 seconds at the absolute most. You get to keep a super high impact tactic as an IB/BG but you aren't completely gutting a healer ALL the time.
Other options would be to reduce the amount of the heal debuff but I honestly don't think any other outgoing lasts this long lol.

I will be declining this proposal because it is written from a solo and pug perspective which is not allowed as per the rules here:

Additionally there exist counters to this ability
1) It requires a tactic slot from an IB and BG plus it requires them to extend beyond their guarded target, exposing themselves and the guarded target to counter plays.
2) It can be cleansed by the 2 additional healers in the game.
3) Your justification for adjustment is based on solo pug play in a group environment.
