They are the worst healing skills for every healing class. Being able to use them while moving would buff them to (maybe) justify their high resource costs but they were indeed unusable while moving on original server.
Even 0,5sec heals of WP/DOK don't work while moving, same with AM/SHAM casts, which were made instant due to their mechanic. You had to make stutter steps while moving to cast them.

I remember that were applicable in motion. Although they are expensive to AP, they can save your life. Retreat without it there is almost impossible.

Retreat is very possible. All you need is proper use of CC, cleansing to prevent even more damage and pre-kiting, which gives healers enough distance and time to cast bigger heals if necessary. Apart from that multiple hots on one target and DOK/WP 0,5 sec heals are sufficient healing.

No, the only direct heals usable on the move were the zealots "Flash of Chaos" and the rune priests "Grungni's Gift", because they have no cast time. Same for single target hots and group hots (no cast time). Unless stated otherwise in the tooltip, you can assume that every ability with a cast time can't be cast on the move with range classes.

As sulorie said, pre-kiting is one of the important things, that distinguishes happy healers from dead ones (unless you are a full defensive wp/dok, in that case just place yourself with the back on the wall and ae detaunt+healspam 4tw... ).

Except healers have no CC skills or cleanses in T1 (except for snares, IB KD (not working atm), rdps punts (not working atm), and BW cauterize). That's the reason zealots and RPs are the best healers in T1: they are the only ones who can keep healing while kiting.

Well, all healers can pre-kite.
But yeah, RP/Zeal are the best healers because they got better healing skills than all other healers in T1 and get more stats from items with their mechanic (lowlvl gear has always mixed stats like intel/willpower).
WP/DOK can heal quite good while kiting, together with their high armor values but they lack raw healing output with only 2 healing spells + one moral and an additional SR/RF waste heal, like all other healers.
But T1 is the wrong place to discuss overall balance and I think the OP got his answer.
