Double XP from RvR areas?

I was questing in Caledor the other day when I noticed I was getting double xp from mobs. It was along one of the plateaus that overhang onto the rvr area near Chapter 22. This was the case as well with the wolf mobs in the rvr section of Black Crag. Maybe it's working as intended? Just don't want to get in trouble for exploiting a bug or something. Thanks guys.

Its the Fields of Glory RvR lake buff. Sometimes it overlaps into PvE areas and all mobs are counted as double XP.
