Question from a new Player

Sorry my English is not good, but i have a question and i hope you can answer this:

Today i started with a new Char as order in Grimmenhagen and i go to the first Quest and then a destro Char. LV 11 kill me and other Char. to be started.
Is this ok?
I mean is this ok the destro chars can go to the pve starter position from the order and can kill the starter chars?
When this is ok then i go with high LV to the starter position from the destro and kill all starter destro chars then this people have no fun on this game we i have today no fun with this game because a have no chance to fight with a enemy who is 9 LV higher then i.

Please I want to understand if that is wanted!
