Acid Bomb and Frag Grenade are both core abilities. As well as Blunderbuss.
Whereas most all Grenadier abilities (except strafing run) are corp damage the AoE damage ability Frag Grenade is normal damage. Meaning it is mitigated by armor.
The Blunderbuss is in the Tinkerer tree. Mitigated by armor means here that I do around 65 damage to a Tank I hit with the Blunderbuss. Meaning I only have to hit him 115 times to kill him. Sure I hit up to 9 or more with the flame turret. But even the Acid bomb does more damage and that is only a debuff.
To overcome this the engi should then stack WS. But only rifle engineers do that at all. And with the rest of the trees being corporeal doesn't make sense.
By changing Frag Grenade damage to corp it benefits from your Acid bomb debuff. As well as the Blunderbuss would.
Overall it is a Buff/Nerf proposal.
Frag Grenade and Blunderbuss would then do more damage on tanks but less damage on squishies. As squishies (healer, sorc, dps) have higher resistances than armor mitigation.
And still frag Grenade is an ability that can be removed by cleansing.
Compared to Magus.
Direct comparison between classes is sometimes difficult. But magus and engie have each an debuff and an AoE grenade in their middle tree.
Pandemonium is Magus Frag Grenade ability. Whereas Glean magic is Magus version of Acid Grenade.
On magus both is spirit damage. Whereas on Engi it is Normal Damage and Corporeal.

Declining. Order has access to several armor debuffs. We don't balance based on solo situations.
