[EMPIRE] Scroll to Altdorf - quest- where??

Hi there,
I'm looking for the NPC that gives the QUEST to have the " Scroll to Altdorf".
can anyone help me, please?

The quest givers name is 'Captain Hans Boschmar' at 'High Pass warcamp'.

This quest is part of the event 'Minions of the Under-Empire: Skaventide':

Have a look for the rvr quest spoiler at the order paragraph.
