Barak Varr Port - Blocked areas/plans ?

So i was visiting Barak Varr Port, and there i came across the Blue shiny Wall that blocks off a part of the hold, i was wondering why is that ?



Is there something there?
Is something planned ?

Barak Varr is a memorable place and a Important lore piece, would be awesome if it were turned into something epic, like a second city or a market or something (thou the current war there would kind of make it hard to do so)
