The salvage is currently worth 35 points per cap, which results in matches close to 15 minutes, even when teams are actively trying to cap the salvage. Serpents Passage always turns into a boring spawn camp fest.
I propose increasing the cap value to 50 points, so that the winning team can end the game faster by capping the part.

I agree with this. I feel like the capping of the part was higher on live.

iirc the carier got a slowing and damaging debuff when carying the parts that increased as the time went by if not handed in rather quickly, to discurage camping base with part so that the enemy can't salvage

In general, i wish there was a better and faster way to end scenarios. They are often just one faction steam rolling the other for what feels like an eternity.
Serpents passage was slow like this on live aswell but its still one of the better ones imo (worst in my eyes is battle for praag).
Anyway, higher points per cap would be great.

It's getting raised to the original 75 with the next patch. You will also be unable to carry the part while mounted.

Cap on live was worth something like 75 points. One-sided scens could be ended quickly if the dominant side ran the part.
The reason many scens didn't end quickly is because most premades were there to farm renown, and that meant spawn-camping pugs instead of running the part to end the scen.
