I think the in the dev diary they said they aren't going to raise the cap, or they might just raise it to 45 so people could see purple numbers again.

Reason being they want to roll out content in waves, so even w/ annihilator gear on T4 release post 40 RR are unnecessary until conquer and forts are rolled out.

Powergap is a factor as well. I honestly don't want to have to grind out to RR70+ as soon as t4 launches when the highest gear is going to be annihilator to feel "competitive" on that character.
