21 lvl didn't become chicken at T1 +Bonus

So this guy came to T1 couple times witout chicken debuff, 1st time I killed him even, than he came out of WC again witout debuff. And a bonus - 10lvl orc in empire chapter 1.

Of course he is in T1 even if he is lvl21, it's a new feature devs implemented called "debolstering" so this guy is totally in his right to do that.
Devs made a thread that explains about it, you should take a look at it.
