Last night I signed up and created a character. I tried to enter the RvR zone south of my starting area of Norsca, but it seems that you really need to be around level 10 to make full use of it.
My questions are (1) How important is it to level up your PVE level for PVP? (2) How can I level up without PVE? (3) Can you create a PVP-only character at the appropriate level like some other PVP-focused games?

3) No
2) You can participate in Scenarios and open rvr gaing exp and renown, frthermore each warcap in every racial pairning has kill quests, these are quests that require you to kill a ceritan number of a class or specific race gich give you exp, gold and medal tu use to buy gear and weapons
1)you characters stats and stuff get bolstered when you go into a pvp zone like a scenario or enter an open rvr lake so its not "absolutely mandatory" to be lvl 10

Re: Allergic to PVE. What are my options.
In RoR You can PvP since level 1.You can just ignore pve completely and focus on rvr or scenarios(like I did with most of my chars). There is no insta level up to be competitive,so as lvl 1 vs lvl 10+ chars your chance to kill is much less, but you can join the group and assist with dps or healing. You just need to invest some time and effort, thats all.
