I know that the Devs of this have made some changes from Live but I can't remember anyway BUT that being said, what is up with Mastery Trees having a tactic in the early levels of the tree that only affect a skill you get at like Rank 35+?
This seems like an absolute terrible design and I can't help but wonder what would happen if they swapped these tactics place with one of the higher tactics in the same tree that is more readily usable.
I don't know if that would break builds, open up OP ones or not but I don't think it would.
What's the general consensus on these?

It does seems strange when you're leveling, but it lets you pick up some of those tactics without having to commit to the whole tree.

I can see something like Big Swingin' being where it is so Brawler specs can pick up the utility.
However when you're leveling as a Boss tree it feels awful to have a worthless tactic low on the tree and you get nothing to play with.
Zealot has an equally dead one(that I know of) in the Witchcraft tree that only affects a Rank 35 skill.

in the grand scheme of things it is irrelevent
and i would prefer to have good tactics like big brawlin be lower on the tree so i have more points to spend else where

Everyone knows it's because the original Warhammer devs picked where each tactic/ability would go by throwing darts at each tactic/ability on the wall.
