I've run on my WE with almost 1K initiative trying to hunt WHs, and it did not have a noticeable difference.

There was some sort of ninja nerf to Initiative improving stealth reveal in the last 3 weeks. At 500, I would see them no problem, then all the sudden even 600+ does not...

Higher initiative gives yiu better odds but its still a roll/check. So its not like its 100%. Like any stat check.

Yes, this is more like a buff to WEs and nerf to WHs as they do not take mid tree very often. Would be good tactic in the right tree though as the one we have there is utter rubbish. Protection from Heresy in current version is a good one, shame to see it go. Seriously? More Lifereg to WE? With Oil and Heal tactic for all Kisses (new) in same path?
WH has Heal tactic for all Bullets (new) in left path and oil in right path. These changes just show, that devs dont have any clue about classbalance...
