Through your argument though, you still didn't offer any other fix to the problem. I constantly see multiple players at once having 10+ DoTs on them in scenarios. It becomes really hard to clutch cleanse a heal debuff or BB or Shatter Limbs because of that.
I don't think there's a solution...either leave it as it is or raise the level cap to 30-31 and call it a day. I do agree that magi/eng are not up to par at this stage either (except eng's during siege....m2+ blunder + trench tactic + no los restriction = bye bye destro wb). But you can't also ignore them. Introduce group cleanse and they'll be just a joke.
