I understand that Magi and Engineers get hurt more than any class in the game with group cleanse but both classes in themselves are already UP. Even without group cleanse both classes are not up to par to what them probably should be but they do excel in certain situations that group cleanse will just not effect them as much such as ORvR. Both classes got nerfed hard when the AoE nerf arrived during old WAR. I remember a lot of people rerolling because of that or just straight up quiting. The daemon and turret change helped a lot I know (increasing damage up to 20%).

Through your argument though, you still didn't offer any other fix to the problem. I constantly see multiple players at once having 10+ DoTs on them in scenarios. It becomes really hard to clutch cleanse a heal debuff or BB or Shatter Limbs because of that. ;)
I find getting blown up by bw's (and sorc's alike) in seconds more worrisome (:

I don't think there's a solution...either leave it as it is or raise the level cap to 30-31 and call it a day. I do agree that magi/eng are not up to par at this stage either (except eng's during siege....m2+ blunder + trench tactic + no los restriction = bye bye destro wb). But you can't also ignore them. Introduce group cleanse and they'll be just a joke.

make Shatter Limbs ST.

And the Squig Herder equivalent as well... but I don't know if Aza can do that or not. Might cause a complication with the ability if he tries to make it single target only, but who knows... Also, the ability is the AoE tree of the Slayer so it might have to be replaced with something else then in their single target tree and put another AoE ability in there, which again could prove troublesome to implement. ;)

Choppa has single target version of SL (Tired Already?), so that wont be a problem.
But it's AOE tree so making it ST wont make any sense.
Better options are:
- reduce range
- increase cooldown
- both
- ... or none :) boost choppa instead :-P

Shatter Limbs can still have an AoE damage component, but apply its effect to the offensive target if they are within x ft of the caster.

My own opinion:

- Stopping at 27 is not an option. Group cleanse is a terrible thing in its current form and I'd rather not leave the cap at the very first level at which this tactic is acquired.

- I can nerf Shatter Limbs, but if we're gonna start making hard skill changes for OP classes, I would like to start buffing up BO/SM at the same time.

- Pushing for 31 is also an option, but it would have to be agreed with by all. I do actually desire to fully finish the mastery trees, which end at 31.

the problem i see with going to lvl31 without t3 is the item gap between pvp items and pve items.

if you can provide apropriate pvp/influence gear for lvl31 (buyable via emblems not only kill drops) its a no brainer imho.

The way to deal with getting blown up by bed and sorcs is simple

We need better gear, player progression is going faster than gear progression and from what I hear pve stuff dosnt have resists
