about map reworks, not much u can do about geography itself, i would personally give more value to BOs (maybe some kinda star lvl progression) and make more tunnels/portals on some maps (TM/KV/BC/DW).
there is a lot that can be done with simply map editing, such tunnel, bridge, move flags,add obstacle and walls like battle of praag scenario rework.

No more 1-Zone clusterfucks due to perma-locked pairings.
City not directly tied to forts anymore.
No more disruption of the Campaign from city.
City queue change.
Relevant currency available in orvr.

They listen. You might not like who they listen to and what they choose to implement, but they do listen.

If you take one good look at how city is now I think it becomes abundantly clear that a large part of the playerbase is completely uninterested in it. If it isn't mandatory, they don't do it. Forcing it as 'necessary endgame' might not be a smart decision. I personally enjoy good city fights but still think it is better the way that it is now. If you want the campaign to feel more rewarding, simply increase rewards from forts while keeping the current reservation system. That also comes with downsides but forts are at least a very natural end-point of the campaign.
