Pretty much this. I started playing war a few months before the 100 expansion and the guild i was in (which i cant remember the name, guild was order on Gorfang server i think, and the leader was Lordoflions if anyone knows the guild) had a healthy number of players but not long after the 100 expansion most quit.
What i would say even tho its a long way away if ever, RVR with bo/keep guards and keep claiming was far better then the afk empty keeps for renown ppl got use to.
Armor/lotd wise, tovl is needed but getting it working i imagine is near impossible ?. For me lotd weapons were not a problem but mayb only having vendor weapons and talis would be ok ? and also getting rid of tomb drops like the absorbs and ignore block/parry/dodge/disrupt items would be better.
I would say keep rr100 max BUT make doomflayer/warpforge and the 90/100 weapons for alternate appearance only, meaning the only advantage a rr100 would have over a rr80 is the 20 extra rr points to spend.
