Group queue is not currently implemented, so players will attempt to queue at the same time to increase their chances of getting a scenario pop. -- Nothing wrong with this, group queue would do the same thing.

Players are waiting until these psuedo-premades get into the scenario, checking the Social tab (which currently shows every player and location), and deciding if they want to play based on their opponents. -- This is bad behavior and needs to be addressed.
The Quitter debuff removes the ability to queue for a scenario. If you're one of the problem players that will queue only when you don't see certain names in a scenario, it would punish that behavior by removing your ability to queue for some time. If 5m isn't enough to deter this, it could be increased.

Perhaps it's not the solo players dodging after all. This problem also would work in reverse, where the players trying to queue as a group would have it pop for part of the group, dodge and re-queue until the full group pops. How rude. I've grouped with guilds on vent in the past that wouldnt even join scs if both their pres didnt get the pop

Messing around w/ social window is just putting a bandaid on an axe wound anyways. Those people that are abusing it now are just going to get into an SC and instantly give up and afk when they see destro has 5 DoK's and the only healer order has is a lvl 14 AM.

Once this server has the pop and the features of live, this argument may have some validity. Right now live and RoR are very different animals. Shlomo, everything you mentioned may or may not be true, but that's why I said to wait and see. Also, if people using the social window to queue dodge is a problem, changing the social window is hardly a 'bandaid fix'.
